My dad has this same problem, he is a cement mason and also wears jeans everyday. I told him to exfoliate with a scrub and it will help the hair not pierce through his skin.
Also, I have waxed his legs before, we thought it would be stupid looking, but it looked pretty good. When his are infected he takes tweezers and pulls them out and allpies neosporin on it (this helps draw out the pus and it is an antibiotic treatment as well) Hope this helps..

I use a thing.. god i forget what its called. its a mitten thats rough like sandpaper. you have to be gentle with it, but it removed dead skin and such, and opens up the path for yoyur hiar to grow noramlly. i say go to a drugstore and ask where to get "a rought mitten type thing for removing dead skin" !

Use a shaving cream with aloe in it, also, put lotion on your legs daily.

Always use a sharp razor and don't ever press hard. Let the razor do the work.
But the number one cause is a dull razor.
