How do you get rid shaving scars?

The ones from ingrown hair around my chin, cheeks and neck ..

It looks so bad.. Im flippin tired of it.

Ive tried going to CVS or something like that but the things i get like

1. ambi cream/soap

2.bleach cream

3.fade cream

4. coco butter

dont really work is there any other product (name) that i could get that could change those areas back to my original color.

how are someother dudes with curly black hair able to grow hair all over with no problem but if I dare let my hair grow out for 3 days, im the one with a serious ingrown problem ..
